Resolve Yes if Russia and Ukraine both officially recognize substantially the same agreement suspending general land, air, and maritime hostilities, and that agreement is in force at 12:00 UTC on December 31, 2026. Unilateral declarations, local truces, humanitarian pauses, and energy-, air-, or maritime-only arrangements do not count.
